Raymond Palmer Delio (R.P Delio) | Chairman and Chief Executive Officer

Mr. Raymond Delio is our CEM, CDSM, PMP, LEED GA and all-round utility-scale renewable energy integration expert, with over 20 years of progressive experience in directing large and complex R&D, development, design and construction projects.

He manages, with P&L responsibility, programs as large as $2.5 billion. His breadth of engineering and management experience spans construction, industrial and commercial projects, in the renewable energy, high-tech manufacturing, data-center, waste-to-energy, and specialty chemicals markets. He has managed teams from as far afield as the US, Guam, Korea, Ireland, Taiwan, Malaysia, and Costa Rica.

At Hawaiian Electric Company, he focused on the strategy, policy, budget and organizational change necessary to deliver technology assessment, estimation design, construction and overall project execution, for the Inter-Island Renewable Energy NetworkThis is a transformational program considering undersea and overland transmission and the integration of more than 600+MW utility scale renewable generation and transmission program, with the goal of integrating the separate systems that deliver power across the Hawaiian Islands.

The program’s ambitious goal is to meet the state Renewable Energy Portfolio target of 40% by 2030. He directed the program team, and provided input on policy, proposed legislation, constructability, validation of design, construction scheduling, ensuring efficiency in the design process, and managing scope, so as to meet corporate initiatives and State mandates.

Prior to his work at Hawaiian Electric Company he served as Director of Engineering for SunDurance Energy, a Solar PV EPC firm serving industrial and utility clients across the US and Caribbean. He has also held the position of Program Manager for Distribution Network Rehabilitation and Smart Grid for United Illuminating Company, one of the public utility companies in Connecticut. Over his career Ray has played key roles at Bridgewater Associates, CH2M Hill, Intel, Philips, and IBM.

Founder of the Center for Solar Energy (CFSE)

Ray is also a founder of the Center for Solar Energy (CFSE), a nonprofit, premised on the conviction that every man, woman and child should have a reliable, secure and affordable renewable energy.

CFSE builds sustainable, energy-efficient and healthy systems, using the latest in low-carbon footprint construction techniques. The systems installed are simple, decent, and affordable to low-income families around the world. CFSE builds with people in-need, regardless of race or religion, and welcomes volunteers and supporters from all backgrounds.

Additionally, Ray volunteers with the nonprofit Association of Energy Engineers (, as the Hawaii Chapter's founding President.

His proactive approach has seen him involved in projects as diverse as promoting energy conservation among Hawaii's small farmers; assisting with energy auditing curriculum development for a local college; and developing the Department of Education's ambitious Energy Efficiency and Sustainability Master Plan. This innovative program seeks to identify, develop, and act on long-range sustainability, energy efficiency and energy revenue opportunities for the DOE, at all of its schools and premises.
